The Hillsborough County Elementary Music Educators Council, or HCEMEC, was formed by the Elementary Music Specialists of HCPS with the primary goal to provide greater opportunities for musical growth and development for all students in Hillsborough County, Florida.

To that end, the HCEMEC has the additional goals to:

• Improve the quality of music instruction taught to elementary school children by supporting changes in accreditation, staffing, and curriculum;
• Strengthen the professional standing of the membership and all Music Educators in Hillsborough County;
• To maintain high standards of professional ethics, ideals and loyalty;
• To establish and maintain a well coordinated program of music education for all schools in Hillsborough County;
• And to establish and maintain a close relationship with those educational organizations, local, state and national that affect professional growth and development.
